中國(guó)政府2025年7月26日倡議成立世界人工智能合作組織，初步考慮總部設(shè)在上海。

The Chinese government on July 26, 2025 has proposed the creation of a global artificial intelligence (AI) cooperation organization, and is tentatively considering establishing its headquarters in Shanghai.

2025年7月26日至28日，2025世界人工智能大會(huì)暨人工智能全球治理高級(jí)別會(huì)議在上海成功舉行。會(huì)議期間，中國(guó)政府倡議成立世界人工智能合作組織，并初步考慮將組織總部設(shè)在上海。

中國(guó)政府倡議成立世界人工智能合作組織，是中方堅(jiān)持踐行多邊主義、推動(dòng)共商共建共享全球治理的重要舉措，也是中方響應(yīng)全球南方呼聲、助力彌合數(shù)字和智能鴻溝、促進(jìn)人工智能向善普惠發(fā)展的實(shí)際行動(dòng)。中方期待世界人工智能合作組織作為重要的國(guó)際公共產(chǎn)品，實(shí)現(xiàn)以下目標(biāo)：一是深化創(chuàng)新合作，釋放智能紅利。將世界人工智能合作組織打造成供需對(duì)接平臺(tái)，促進(jìn)中國(guó)同各國(guó)以及各國(guó)之間的人工智能務(wù)實(shí)合作。二是推動(dòng)普惠發(fā)展，彌合智能鴻溝。幫助全球南方國(guó)家加強(qiáng)能力建設(shè)，確保發(fā)展中國(guó)家在智能化浪潮中平等受益。三是加強(qiáng)協(xié)同共治，確保智能向善。逐步形成具有廣泛共識(shí)的人工智能全球治理框架和標(biāo)準(zhǔn)規(guī)范，確保人工智能始終沿著人類文明進(jìn)步的方向發(fā)展。

中方將秉持共商共建共享的理念，同有意愿加入的國(guó)家共同探討相關(guān)安排。包括尊重主權(quán)原則，堅(jiān)持平等相待，支持各國(guó)結(jié)合自身國(guó)情開(kāi)展人工智能合作。遵循聯(lián)合國(guó)憲章宗旨和原則，支持聯(lián)合國(guó)發(fā)揮人工智能治理主渠道作用，為聯(lián)合國(guó)及其相關(guān)機(jī)構(gòu)的努力提供有益補(bǔ)充。采取開(kāi)放包容的態(tài)度，踐行真正的多邊主義，通過(guò)世界人工智能合作組織進(jìn)一步凝聚共識(shí)、促進(jìn)合作。

Artificial Intelligence (AI) is an important driving force for the new round of scientific and technological revolution and industrial transformation, and will have a profound impact on global economic and social development and the progress of human civilization. China attaches great importance to the development of AI, actively promotes the deep integration of the Internet, big data and AI with the real economy, cultivates and strengthens the intelligent industry, and steps up the development of new quality productive forces, to provide new driving forces for high-quality development. China is willing to work with other countries to seize the opportunities brought about by the progress in digitalization, networking and smart technologies; deepen international cooperation in AI development and governance; and strive to push for the healthy development of AI, promote world economic growth and improve the well-being of the people in all countries.
