2025年12月19日，海南省發(fā)展改革委、海南省工信廳等5部門聯(lián)合印發(fā)《海南省發(fā)展和改革委員會(huì)等部門關(guān)于開展海南自貿(mào)港零碳園區(qū)建設(shè)的通知》，明確將有計(jì)劃、分步驟推進(jìn)各類園區(qū)低碳化零碳化改造，支持有條件的園區(qū)率先建成海南自貿(mào)港零碳園區(qū)。

South China's Hainan Free Trade Port (FTP) has initiated a plan to develop zero-carbon industrial parks, as outlined in a joint notification released on December 19, 2025 by five provincial government departments, including the Development and Reform Commission and the Department of Industry and Information Technology. The initiative aims to phase in low-carbon and zero-carbon transformations across various parks, with qualified zones prioritized to achieve zero-carbon status.

零碳園區(qū)是指通過規(guī)劃、設(shè)計(jì)、技術(shù)、管理等方式，使園區(qū)內(nèi)生產(chǎn)生活活動(dòng)產(chǎn)生的二氧化碳排放降至“近零”水平，并具備進(jìn)一步達(dá)到“凈零”條件的園區(qū)。2024年中央經(jīng)濟(jì)工作會(huì)議要求“建立一批零碳園區(qū)”，2025年國家發(fā)展改革委、工業(yè)和信息化部、國家能源局印發(fā)《關(guān)于開展零碳園區(qū)建設(shè)的通知》（以下簡稱《通知》），提出建設(shè)零碳園區(qū)的重點(diǎn)任務(wù)。

我國園區(qū)數(shù)量眾多，各類園區(qū)體量規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)、用能特點(diǎn)差異較大，“零碳/近零碳”標(biāo)準(zhǔn)難以統(tǒng)一。《通知》創(chuàng)新提出“單位能耗碳排放”（即園區(qū)內(nèi)每消費(fèi)一噸標(biāo)準(zhǔn)煤的各類能源所排放的二氧化碳量），作為評(píng)判零碳園區(qū)的核心指標(biāo)，引導(dǎo)園區(qū)在保障企業(yè)發(fā)展和用能的前提下，通過努力使碳排放達(dá)到“近零”水平。除核心指標(biāo)外，《通知》還設(shè)置了清潔能源消費(fèi)占比、園區(qū)企業(yè)產(chǎn)品單位能耗、工業(yè)固廢綜合利用率、余熱余冷余壓綜合利用率、工業(yè)用水重復(fù)利用率等5項(xiàng)引導(dǎo)性指標(biāo)，從能源結(jié)構(gòu)、循環(huán)經(jīng)濟(jì)、節(jié)約資源等方面提出要求。

建設(shè)零碳園區(qū)有5方面重大意義：一是加快能源綠色轉(zhuǎn)型，二是引導(dǎo)產(chǎn)業(yè)深度脫碳，三是促進(jìn)區(qū)域協(xié)調(diào)發(fā)展，四是適應(yīng)綠色貿(mào)易規(guī)則，五是打造零碳示范樣板。

實(shí)現(xiàn)碳達(dá)峰碳中和是一場廣泛而深刻的經(jīng)濟(jì)社會(huì)系統(tǒng)性變革。立足我國能源資源稟賦，堅(jiān)持先立后破，有計(jì)劃分步驟實(shí)施碳達(dá)峰行動(dòng)。完善能源消耗總量和強(qiáng)度調(diào)控，重點(diǎn)控制化石能源消費(fèi)，逐步轉(zhuǎn)向碳排放總量和強(qiáng)度“雙控”制度。推動(dòng)能源清潔低碳高效利用，推進(jìn)工業(yè)、建筑、交通等領(lǐng)域清潔低碳轉(zhuǎn)型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
